Passenger Service Contracts: Delivering on the Plan for Rail

The Plan for Rail set out a new commercial model for the railway, proposing to replace franchises with a new set of 'Passenger Service Contracts'. These would be built on the concession model, which has been used successfully to deliver train services by TfL and across Europe.
This paper sets out how getting Passenger Service Contracts right could help to deliver government's objectives for the railway, as well as guiding principles for the drafting of those contracts. It sets out an appropriate split of responsibilities between Great British Railways and train operators given the obligations set out for each in the white paper, and how best to incentivise the right outcomes.
