Briefing: Great Local Railways

Rail Partners  published a briefing, Great Local Railways: Models and principles for rail devolution in England under Great British Railways, looking at the potential for further devolution of rail services under GBR. 

In anticipation of a consultation on the government's second rail reform bill, the document looks at the possible models for devolved rail services in England and key enablers for devolution, encouraging government to set out a clear set of principles against which applications for devolution should be considered. It also features a series of case studies on of where devolution has been successfully used by London, Liverpool the West Midlands and across Europe, as well as its potential benefits for the North of England and beyond.
