Response to ORR consultation on Network Rail CP7 passenger train performance reset

Rail Partners responded to an ORR consultation on the metrics it will use in its outcomes framework, which will be used to hold Network Rail to account over passenger performance in the final three years of Control Period 7 (between 2026 and 2029).

Considering key questions posed by ORR the response:

  • Supports the use of Network Rail delay minutes as a success measure which will increase scrutiny on the infrastructure manager’s contribution to performance
  • Recommends that On Time remains as the top punctuality measure for Network Rail to best reflect passenger expectations
  • Emphasises the ongoing importance of the financial performance regime, especially as we move towards rail reform.
