Andy Bagnall
Andy is the Chief Executive of Rail Partners with over twenty years of experience within government, across the private sector and most recently as the Director General at the Rail Delivery Group (RDG), where he coordinated policy and advocacy activities.
Andy has held a number of policy and communications jobs, initially joining Rail Delivery Group as the Director of Strategy and Communications and then becoming Chief Strategy Officer. Prior to this Andy was KPMG’s Director of External Affairs and was previously a special adviser to the UK government, serving two cabinet ministers in three departments over four years.
Robert Girgis
Robert is an experienced policy specialist with knowledge across different sectors. Most recently, Robert was Head of Policy at the Rail Delivery Group, leading on a range of issues such as accessibility, EU exit, passenger contracts and more.
Prior to working in rail, Robert was a policy and comms advisor in the European Parliament, working across transport, industry, energy and research policy. He has also undertaken research roles for NGOs and public sector organisations.
Clemmie Whitmore
Clemmie is an Executive Assistant with over a decade’s worth of experience supporting executives, including most recently at C-suite level. Clemmie’s previous 6 years in the rail industry include roles supporting Directors of Communications, a Director General and now provides comprehensive support to the Chief Executive of Rail Partners.
Neil Ovenden
Neil has over 35 years professional engineering experience across the rail, white goods and energy sectors. Neil has worked in rail for nearly 20 years and was most recently Head of Engineering at Rail Delivery Group, where he led a small team of professional rolling stock engineers leading on fleet performance measurement and reporting, fleet safety and standards, innovation and technology across rail.
Neil brings significant experience in serving and delivering at a sustained high level for a member focussed organisation from his time at RDG and before that at ATOC.
Liam Bogues
Liam is a transport enthusiast with five years’ experience working in the rail industry. In his previous role Liam worked as a Policy Manager at the Rail Delivery Group where he worked on a diverse range of policy areas.
At RDG Liam was responsible for leading the development of rail freight and decarbonisation policy, he also has extensive experience working on stations, international and regulatory rail policy. Before joining the rail industry, Liam spent four years studying economics at university.
Hannah Moxon
Hannah has over 15 years experience in communications and public affairs across multiple sectors, including nearly a decade in the GB rail industry. Hannah was most recently Chief of Staff at the Rail Delivery Group, where she co-led the communications function, leading specifically on advocacy, external engagement and government relations.
Prior to working in rail Hannah worked in agency, working across a varied portfolio of clients including, health, housing, local government, financial services, social care, transport and infrastructure.
Mark Gaynor
Mark has most recently been the Head of Railway Strategy at the Rail Delivery Group where his focus was on improving the performance and planning of the railway. Mark also led on sustainability within RDG as a member of the Rail Industry Decarbonisation Taskforce - which has developed a vision for how the railway can fully decarbonise - and the Sustainable Rail Leadership Group.
Mark worked at the Department for Transport, before joining RDG in 2017. During his time in the department he worked on issues including the development of road vehicle safety standards, introducing new tax systems and incentives to encourage cleaner vehicles, developing the business cases for rail electrification schemes and leading the rail input to the Transport Infrastructure Skills Strategy.
Phil Barrett
Phil has over 35 years’ experience in rail operations with British Rail and a number of Train Operating Companies with work that has included signalling, performance, train planning, traincrew, track access, energy efficiency and operational standards. Phil moved to Rail Delivery Group and has supported train operators on new train control system deployment, European representation, train operations and safety.
Most recently Phil was the Head of Safety and Operations Development at Rail Delivery Group responsible for supporting TOCs on safety, traincrew resourcing, Emergency Management and Policing and Security.
Claire Repeti
Claire has 20 years’ experience in the industry, starting her career at Railtrack where she undertook various roles within infrastructure maintenance, with her last role being a planner for renewal works. This role enabled her to transfer to the operations division at Network Rail and use her experience in planning to work with train operators and the long term train planning team, helping to minimise the impact of engineering works on services and customers.
Having gained enough knowledge in the operations field, Claire attended signalling school which led to her next role as response manager looking after mobile operations managers and crossing keepers, with her latest role before joining Rail Partners being signaller manager for both the West Anglia and Greater Anglia routes.
